What Would You Do if You are on a Walk with a group of psychiatric patients and one of them runs away at a crowded intersection?

You are on a walk with a group of psychiatric patients and one of them runs away at a crowded intersection with many vehicles. You have 8 patients and there is two other recreation therapy staff with you. Some of the patients are court ordered, some are not. The patient that ran off is NOT court ordered. What policy governs your actions? What would you do in this situation?
